The IV of a Pokemon does not get randomized when it is evolved, but the move sets do.

The fastest way to level up in Pokemon Go is to use a Lucky Egg. Before using a lucky egg, make sure that you can play for 30 minutes without interuption. The lucky egg will double all experience points earned for 30 minutes. Evolve as many Pokemon as you can during the 30 minutes that your lucky egg is active. You will earn 1,000 XP for each pokemon that you evolve. Pidgeys, Weedles and Caterpies are the easiest to evolve, because they only require 12 candy each. If you can, time your regular Eggs to crack at the same time you’re using a Lucky Egg for bonus XP points.
Pokemon Go Tips – Powering up Pokémon
Do not power up your Pokemon until you at least reach trainer Level 20. That’s the point when it starts getting much harder to level up your trainer. (You need 25,000 XP to go from level 19 to 20, but 50,000 XP to get to level 21 and 75,000 XP for level 22.) Be sure to check the IV’s and move sets on your Pokemon before powering them up.
